무슬림 국가로는 세계 최초로 선진국에 진입한다. 향후 15년 동안 해마다 6.3%의 경제성장률을 달성을 토대로 한 말레이시아 정부의 야심찬 계획이다. 제조업 분야를 중심으로 2006년까지 연 6.3%의 경제성장률 목표를 제시한 말레이시아 통상부의 766 페이지 짜리 보고서가 8월 18일 공개됐다.

제조업은 연 5.6%의 성장률을 달성해 2020년에 경제 분야 중 28.5%를 달성케 한다는 계획이다. 또 다른 주요 분야는 서비스 분야와 농업 분야이다. 보고서에 따르면 2006년부터 2010년까지는 연 6.0%의 경제성장이 가능하고 이후 2011~2020에는 6.5%의 성장이 가능하다. 이 기간 동안 세계 경제성장률이 3.5%에 불과할 것으로 예상되는 것에 비하면 놀라운 계획이다. 
1996~2005년까지 최근 10년 동안 말레이시아의 연평균 성장률은 4.6%였다. 통상부의 계획에 따르면 수출액은 2005년 9678억 링깃(2690억 달러)에서 2020년 2조8000억 링깃으로 3배 늘어난다. 주요 수출 품목은 전자제품, 화학제품, 기계류 등이다. 제조업 투자비는 4122억 링깃으로 연평균 275억 링깃에 이를 전망이다.
말레이시아 정부는 향후 15년 동안 민자 유치와 공공 투자를 통해 2조8940억 링깃을 확보한다는 방침이다. 그러나 정부는 중국과 인도 및 여타의 동남아 국가와 치열한 경쟁을 펼쳐야한다는 점을 인정했다. 이들 국가는 광범위한 국내 시장과 값싼 노동력을 충분히 갖고 있어 경쟁이 쉽지 않다는 것이다.
보고서는 또 외국인직접투자(FDI)을 늘이기 위해 서비스 분야자유화와 같은 조치를 꾸준히 취해야 한다고 밝혔다. 또한 외국인 근로자에 대한 의존을 없애야 한다고 밝혔다. 지난 2005년 12월 현재 180만 외국인 근로자 중 32%는 제조업에, 8.8%는 서비스업에 종사하고 있다.
여러 긍정적인 조건을 적극 활용해 말레이시아가 제조업과 농업, 서비스업을 기반으로 한 이슬람 최초의 경제선진국이 될 수 있을 것인지 궁금하다. balipark
