동남아국가연합인 아세안. 아세안 회원국 10개국에게 한국은 좋은 무역 상대국이다. 아세안은 아세안+3(한국, 중국, 일본)나 동아시아정상회의(EAS, 아세안 10개국+한국, 중국, 일본, 인도, 호주, 뉴질랜드)를 통해 역외 국가와 협력을 다지고 있다. 그러나 다른 국가들에 비해서 작은 나라인 동남아 10개국은 회원국의 이익을 극대화하기 위해서 동북아 3개국과 EAS의 다른 6개 국가를 적절히 활용하는 외교력을 구사해 왔다.
아세안+3 내의 한국 역할 기대
동북아와 동남아는 최근 10년 사이에 대화를 더욱 자주하고 있다. 그러나 경제적인 도움을 바라는 아세안 회원국들의 입장은 물론 중국과 일본의 상황도 고려해야 한국으로서는 아세안과의 외교 협상이 그리 호락호락한 일은 아니다. 오래 전부터 아세안에 투자를 해오고 있는 일본과 최근 그 영향력을 크게 확대한 중국의 주도권 다툼을 보고만 있을 처지도 아니다.
동북아 3개국 중 우리의 영향력이 제일 약한 것 또한 사실이다. 인도네시아 자카르타에 있는 아세안 사무국과 아세안 재단은 일본과 중국 수준의 관심과 투자를 우리에게 요구하고 있다.
이런 점에서 아세안 40주년을 기념행사가 펼쳐지고 있는 싱가포르가 주목받고 있다. 노무현 대통령은 아세안+3 정상회의에 참석차 이곳을 방문해 외교력을 더욱 높이고 있다. 내년에 한국에 설립키로 한 아세안 센터는 그 결실의 하나다.
아세안 10개국과 송민순 외교통상부 장관이 21일 싱가포르에서 ‘한-아세안 센터 설립 양해각서’ 서명을 함으로써 양측의 이해의 폭은 더욱 넓어지게 됐다. 아세안 센터는 일본의 아세안 센터 사례를 따라 무역과 투자 확대, 관광 활성화, 문화교류 등을 지원하고 촉진하는 기능을 담당할 것으로 보인다.
한국과 교역량 600억 달러 넘어
아세안 센터는 아세안 회원국들에게 한국 상품 소개와 상설전시관 운영, 한국 기업의 아세안 진출을 위한 투자 안내와 파트너 소개, 아세안 회원국 관광안내와 관광이벤트 개최 등을 담당하게 된다.
아세안 10개국은 인구 5억8968만 명으로 전체 교역규모는 7조 달러에 이른다. 지난해 한국과 교역량은 618억달러(수출 320억 6500만 달러, 수입 297억 4300만 달러. 지난해 기준)이었다.
