말레이시아에서는 종교와 인종 이야기를 함부로 해서는 안 된다. 정당성 여부를 떠나 이 나라의 법이 이를 금지하고 있기 때문이다. 한국처럼 이 나라에도 국가보안법이 있다. 한국이야 많이 무뎌졌지만, 이 나라의 국가보안법은 외국인에게도 무서울 정도다. 차이점은 한국은 주로 남북관계와 관련된 문제이지만, 말레이시아는 종교와 종족에 관한 사항이 국가보안법으로 규정돼 있다는 점이다.
7일 무사 하산 (Musa Hassan) 경찰청장이 기자회견에서 보안법과 관련해 밝힌 대목에서도 이 나라에서 국가보안법이 가지는 위치와 상징성이 드러난다. 며칠 전부터 말레이시아에서는 휴대전화와 이-메일을 이용한 문자전송이 일부 언론과 정부의 관심을 끌었다. 내용은 “많은 이슬람교도들이 카톨릭으로 개종했다”는 내용이었다. 이 내용은 사실 관계 여부를 떠나, 이슬람교도가 다른 종교로 개종하는 것을 불법행위로 간주하고 있는 말레이시아에서는 공식적으로 허가될 수 없는 일이다.
말레이시아 당국은 이 같은 소문을 전파하는 이들을 처벌하겠다고 밝혔다. 경찰청장이 직접 나서, 이슬람 교도의 개종 관련 내용을 휴대전화나 이-메일로 전송하면 처벌하겠다고 밝힌 것이다. 그것도 재판 없이 국가보안법을 걸어 바로 적용하겠다는 설명까지 덧붙였다. 일부 카톨릭 신자들은 페락(Perak)주의 한 성당 앞에 모여 정부의 종교 자유불허를 항의했지만 이내 해산됐다.
60%의 말레이계, 25%의 중국계, 10%의 인도계로 이뤄진 말레이시아는 종교 신자 비율도 각기 이슬람, 도교 혹은 불교, 힌두교 등으로 분포돼 인종구도와 비슷하게 반영되고 있다.
